宁夏南部山区退耕还林还草后续产业发展的初步研究

Study on Following Industry of Converting Slope Cropland to Woodland and Grassland in Southern Mountain in Ningxia

在推进西部大开发和全面建设小康社会的进程中,为了维持退耕成果,加快发展民族贫困地区退耕还林还草后续产业发展已成为亟待解决的重要理论和实践课题。文章以宁夏南部山区为研究区域,首先详细阐述了退耕还林还草绩效及其存在的主要问题。研究结果指出,退耕区后续产业发展不足或缺位是导致区域经济发展后劲不足,群众生活质量没有从根本上得到提高的根本原因。据此,提出了退耕还林还草后续产业发展模式及其空间布局。最后,提出了实现退耕还林还草后续产业持续发展的若干对策建议。

In the process of western development and construction of being fairly well-off society,following industry of converting slope cropland to woodland and grassland in poverty areas has become a very important academic and practical problem.First,achievement and main problems of converting slope cropland to woodland and grassland were analyzed in southern mountains in Ningxia.the different models of following industry of converting slope cropland to woodland and grassland were put forword,including the eco-forestry model of soil and water conservation,the model of commercial eco-agriculture,the model of urban ecological industrialization and the model of regional characteristic tourism.Furthermore,several countermeasures were put forward in order to improve sustainable development of following industry of converting slope cropland to woodland and grassland.First,advanced theory should be the base to guide planning.Second,regional policies should be arranged in the process of converting slope cropland to woodland and grassland.Third,quickly developing county economy and regional urbanization.
