Viewing Scientific Development Conception from Public Products

经济增长与经济发展是既有区别,又有联系的两个概念,经济增长主要是指经济规模的扩大,而经济发展则是指经济规模的扩大和质量的提高,同时也是人的生活质量的提高。从科学发展观的本质和内涵来看,其所带来的影响具有强烈的外部性。因此,应该把科学发展观的结果(产出)看作是公共产品,以发展经济学的理论为基础,从公共经济的角度来研究政府在实现科学发展观过程中的公共支出行为。

s: Economic growth and economic development are two concepts which both have similarities and differences. Economic growth refers to the expansion of economic scale, while economic development refers to improvement of people s life quality along with the expansion of economic scale. In view of the nature and connotation of scientific development conception, its influences have the characteristic of externality. Thus, we should regard the outcome of scientific development conception as public products. On the basis of scientific development conception theory, the authors study the public expenditure behaviors of government in the process of achieving scientific development conception from the perspective of public economy.
