摘要
人才是西部开发的关键,人才资源的运行机制在人才的开发和利用方面具有重要性。我们要在不断完善人才机制运行的市场环境和人文环境下,努力实现除市场机制以外的其他运行机制的创新,包括:人才激励与约束机制、人才开发与利用的网络机制、人才资源的再利用的机制、人才评价机制、引进人才与本土人才双向促进良性互动的机制。
Personnel is considered as the key to the Western Development, and the operational mechanism of personnel resources plays an important role in personnel development and utilization. Against the market and humane environment of constantly perfecting the operation of personnel mechanism, we should try our best to realize some other operational mechanisms , such as the mechanism of personnel impetus and restraint, the network mechanism of personnel development and utilization, the mechanism of the reutilization of personnel resources, the mechanism of personnel appraisal , and the mechanism of the combination of the introduced and native personnel.
