本文系统地分析了造成国有资产运营效率低的原因,同时指出了现行的经营承包责任制和股份制的局限性,进而提出了能真正提高国有资产运营效率的对策,在于明确界定国有资产管理者和经营者的责任、明确界定分配关系。

In this paper, the author systematically analyses why the application and management of state assets are inefficient and points out the limitations of the current system of job responsibility in management and contract and the system of atock. In order to make the use and management of state assets efficient, the responsibilities and distribution relations of limits and stipulations of managing and administrative personnel must be clearly defined.
