改革开放以来,我国利用外资工作取得了很大的发展,但是在外商直接投资中,由于政策、市场、体制、环境等问题,真正属于外国客商投资的项目还不多,使我国利用外资的档次、水平都较低。因此,我们必须增强政策的调控力度,发挥我国大市场的吸引力,进一步改善投资环境,理顺各种关系,创造良好的投资氛围,吸引外商踊跃投资,从而切实提高我国利用外资的水平和档次。

Our country has made great achievements in making use of foreign capital since the reform and opening to the outside world was carried on. However,there are not so many projects invested directly by foreign businessmen because of the policies,markets,systems, environments, etc'. thus resulting in the low level and grade for using foreign capital. Therefore, it' s necessary to strengthen the ability to adjust and contrci the policies, play the part of our big markets, improve the investment environments, get an idea of various relations.and establish a better environment so as to attract foreign businessmen to invest in china.
