论和谐有序的市场经济与中国"三农"的出路

Harmonious and Orderly Market Economy and the Way Out of the Three-Farm Problem

无论是早期的经济学家还是古典经济学派,以及奥地利经济学派,他们倡导的和谐的经济秩序,是一种自发的市场秩序。这一和谐有序的市场经济的本质是,每个人追求自己的利益会促成社会总利益的实现和个人才能的充分发挥及发展。这是一只看不见的手,它就是市场。这是一种和谐的自发秩序,任何对这一秩序的干预不免会破坏和谐。当前中国"三农"方面存在市场未能对农村社会资源起基础性配置作用、农民在经济上长期受到非国民待遇等六个主要问题。要解决中国"三农"问题,出路只有一条,就是加快在农村建立和谐有序的市场经济,让市场经济主导中国农村,引导和主宰农民,让农民自由经营,自由竞争,自由地发展市场经济。农村竞争越自由,越普遍,就越有利于农民个人和社会,越有利于发展一个和谐有序的农村市场。要达到这一目标,当务之急必须下决心改革现行的农村经济、政治、行政体制和土地制度。

This article explores the essence of the harmony thinking first, and then discusses the harmonious and orderly market economy. It assumes that the harmonious economy cosmos inculcated by either early economists or classical economists or Austrian economists is the spontaneous market cosmos. The article finally discusses the eight central problems with the 'three-farm (sannong)' and eight solutions, expounds specially the only one way out of the problem in China is to accelerate the establishment of the harmonious market economy, make the market economy control the countryside and guide the peasant, let farmers manage and compete freely and develop the market e-conomy freely.
