针对目前监理制度中存在的一些问题,就监理、业主、承包商三者之间的行为关系的现状、根源:及对策进行了分析,对进一步规范三者之间的行为,调整三者之间关系做了一些探讨。

This paper analyzes the status, source and measures of the relations among owner, supervision and contractor according to the problems existing in present supervising system. The regulations of the three parts are discussed.
