清末的铁路立法思想对当时的铁路立法有很大影响，并进而影响到当时的铁路事业。这些立法思想中，关于铁路总务的主张便是很重要的一个方面。时人对铁路的性质已有一定的认识，主张设立铁路专管机构、统一官制，设立路警，制定路警条例，而政府的政策总力图以控制和主导为目的，这些都对当时的铁路立法产生了重要的影响。

The railway legislation thoughts had a great influence on the railway legislation and the railway enterprises during the Late Qing Dynasty. Of these thoughts, the proposition about railway general service is an important aspect. The characters of the railway were understood to a certain extent then, and the people advocated to set up a specialized and integrated railway administrative organization. At the same time the government policy always aimed to control the railway enterprises. The above thoughts influenced the railway legislation then greatly.
