黑社会性质组织犯罪是一种严重妨害社会管理秩序的有组织犯罪。它具有组织结构比较紧密，有一定的经济实力，国家工作人员参加或为其提供非法保护，对一定区域或行业进行控制，严重破坏社会经济、社会生活秩序等基本特征。在“打黑除恶”的专项斗争中，应充分认识它与相关、相近行为或罪名的区分。

The organized crime with character of under-world society is a serious organized crime of blemishing the peace of society. It possesses such basic features as a close organization structure, big economic strength, involving state staff or illegal defence by them, controlling some regions or trades, seriously destroying the order of economy and society. In fighting underworld society and eliminating evil force, we must fundamentally distinguish the crime from other relevant or similar acts or crimes.
