The paper summarizes in an all-round way the agricultural development of the Huang-hai-huai plain, such as its target, task, content, step, its estimation of financial investment and as well as its benefits. The heavily Settled Huang-hai-huai plain, being the significant foundation of science technolgy and industry with good transportation condition, is rich in its resources of sunshine, heat, soil and water. Consequently, the development must be mainly concentrated on transformation of mid-low output farmland and on core of increasing the grain output. On the other hand, to develop comprehensively the agriculture, forestry, side-occupation and fishery, gradually forming stable bases of grain, cotton and meat comprehensive production. By the end of this century, the transformated mid-low grain ouput farmland should account to 234 million mu with total annual grain output of 107.7 million t at rate of annual averaged progressively increasing 2.1%; the total ouput of cotton 3.42 million t at rate of annual averaged progressively increasion 2.7%;the oil total ouput 5.14 million t at the rate of 2.7%.
