摘要
政策科学自建立伊始,就是一门以促进民主实践为目标的学科。然而,50多年来政策科学 的发展却没有实现其民主的抱负,实证主义的方法论阻碍了政策科学对民主的追求。为了实现拉斯威尔 “民主的政策科学”的宏大抱负,当代西方政策学者开始摒弃以实证主义方法论为基础的政策科学,转向 以后实证主义方法论为基础的政策研究。
Since its establishment, policy studies has been a discipline directed towards improving the practice of democracy. However, the methodology of positivism has undermined the democratic aspiration of policy study in the past fifty years.In order to achieve Lasswell's great idea of‘the democracy of policy study’, nowadays many western policy researchers are attempting to discard policy study based on positivist methodology and turning to policy inquiry based on post-positivist approach.
