展望我国行政体制改革的未来 ,改革制度创新的重点是 :转变政府职能 ,实现“全能政府”到“有限政府”的转变 ;调整政府与社会的关系 ,大力培育社会中介组织 ;加快推进行政审批制度改革 ;推行政务公开 ,全力打造“阳光行政” ;加强行政法制建设 ,强化依法行政 ;革新行政理念 ,改变行政管理方式 ;完善公务员制度和干部选拔任用机制 。

Looking forward to the future of the reformation of Chinese administrative system, the focal points of institutional innovation are following: converting the function of government, realizing the change from total government to limited one, adjusting the relation between government and society, making efforts to foster the non-government organizations, speeding up the reformation of system of administrative examination and approval, bringing the open of government affairs into effect, and endeavoring to construct the “Sunshine Administration”, strengthening the construction of administrative legal system and establishing the administration by law, updating the idea of administration, changing the method of administration, perfecting the system of civil servant and the system of selection and appointment modernization of system of administrative leadership.
