On Impact of New Public Management upon Theory of Subject of Administration

行政主体是行政法学中的基本概念。“行政机关”一词存在较大缺陷。新公共管理之非政府公共组织对行政主体理论产生了很大冲击。无论是为了解决我国实践中的法律问题 ,还是为了更好地与国际法学研究接轨 ,都应该扩大行政法学研究范围 。

The subject of administration is a basic concept in the administration law. In fact, there is much disfigurement with “administration department”. The non-government public organization in new public management has greatly impacted the theory of subject of administration .We should enlarge the study scope of administration law and the scope of what the subject theory includes, not only in order to solve the law problems in our practice, but also in order to be integrated into the study of international law.
