我国煤矿频繁发生安全事故的根本原因是在煤矿安全生产方面缺少合理有效的制度安排。对“经济人”要进行严格的制度安排 ,既要保障“经济人”的利己权利 ,又要有效地规范和约束其行为 ,建立独立、公正、廉洁、高效的安全生产监管体系 ,建立科学。

The fundamental reason of safety misadventures of Chinese coal mine happen frequently lies that there is a lack of reasonable and effective institutional arrangement. So we should arrange institutions for economic man, both ensuring his right of self-regard and being strict of his actions, set up the supervisory system of safe production and establish normative property relations.
