摘要
在不同的历史时期,我国水电事业曾受到不同因素的制约,先后经历了技术制约、投资制约、市场制约和生态制约4个发展阶段。从普遍意义上讲,修建大坝可能带来的生态问题主要可以归纳为8个方面对泥沙和河道的影响;对大气的影响;水体变化带来的影响;对鱼类和生物物种的影响;对文物和景观的影响;地质灾害;溃坝。社会舆论对大坝与生态问题的关注是社会进步的表现,在不同的河流、不同的河段、不同的坝址上建坝,带来的生态问题是不同的,一定要认真做好生态环境评估报告,具体问题具体分析,不要一概否定建坝。
Dam and ecology is an important issue relating to the harmonious coexistence of man and nature. In general, dam construction may have impacts on the ecology in eight aspects: population resettlement, sedimentation and river channel, atmosphere, change of water body, fish and biological species, cultural heritage and landscape, geological hazards and dam breaks. The impacts of a dam may also vary according to different rivers or river sections and dam sites, which require solutions most fitted to the specific situation. Water engineers must pay due attention to ecological problems associated with development of hydropower, have a correct view on the relationship between development and ecology based on scientific assessment of the impacts a dam may have on the ecology, and properly handle the present problems under the guidance of the scientific concept of development and the concept of the harmony between man and nature, in order to ensure rapid and healthy development of China's water resources and hydroelectric power.
