On Zhou Enlai's Thought of Putting Agriculture in a Fundamental Position

以农业为基础的思想是周恩来经济思想中的主要内容。他从中国是一个农业大国的实际出发，始终强调农业在国民经济中的基础地位。他还阐明了农业不仅仅是一个经济问题，而且是一个重大的经济问题，因为它是社会稳定的基础，影响工农联盟的巩固，体现着社会主义制度的优越性。他还指出，要搞好农业，必须重视农业的科学研究和农业科学技术的推广工作。

The thought of putting agriculture in a fundamental position is an important component of Zhou Enlai's economic thinking. Basing his thinking on the fact that China remained as a big agricultural country, he stressed the fundamental position of agriculture in our national economy all the time. And he further illustrated that agriculture is not only an economic problem but also a major economic problem, and it is a basis for social stability, which matters the consolidation of the union of workers and farmers and manifests the superiority of socialism. He also pointed out that in order to develop agriculture much attention should be paid to agricultural scientific research and the promotion of agricultural science and technology.
