与国际非政府组织合作,不仅可以学习其先进理念和项目管理经验,最大限度地获得项目资金和技术援助,而且有利于我国的扶贫攻坚事业和发展我国的非政府组织。政府相关部门应通过制定专门的法律、规章,约束国际非政府组织的活动,制定相应的注册登记程序。应设立专门的政府机构去指导和管理国际非政府组织的活动,协调政府与国际非政府组织之间、政府与本地非政府组织之间、本地非政府组织与国际非政府组织之间的关系。通过财会制度和审计制度对国际非政府组织的活动进行监督。政府相关部门与国际非政府组织之间应建立较为稳定的制度化的合作关系和进行对话的渠道和沟通的机制。国际非政府组织应主动与当地相关政府部门沟通情况,获得支持。

Cooperating with international nongovernmental organization (INO) not only can we learn their advanced ideas and their administrative experience for projects so as to obtain aids on fund and technology for projects,but also get much benefit for the poverty alleviation and development of the nongovernmental organization of China.The government-concerned departments must establish the registering procedures by drawing up laws and regulations to restrict activities of INO.Special governmental agencies should be set up to guide and manage the activities of INO and coordinate the relations between government and INO,government and local nongovernmental organization,local nongovernmental organization and INO.What's more, the activities of INO should be supervised through financial system and audit system.The government-concerned departments ought to build up with INO a steady and systematic cooperating relation and a mechanism for dialogue and communication.INO should take an initiative in exchanging information with the local governmental departments in order to get their support.
