论公平的本质、内在矛盾及其效率价值

Talking about the Essence, Intrinsic Contradiction and Efficient Value of the Fairness

公平不能简单的理解为平等或等同于公正,公平实际上蕴涵着平等和公正两方面的矛盾性要求,公平的本质就是对这一矛盾性的把握。公平与效率具有一致的关系,效率的提高决定着公平发展的历史,而社会对公平的追求又最大限度地实现着效率,因此,从这个意义上说,公平是效率的保证,效率是公平的尺度。然而公平与效率的关系具体说来,又是在公平内部平等和公正的矛盾性张力中展开。

Fairness is not equal to the equality or the justice.The fairness includes the contradictary demands of the two aspects.The essence of the fairness is the grasping of the contradiction.The fairness and efficiency is concord.The raising of the efficiency determines the history of the development of the fairness and the pursuit for the efficiency increases the efficiency with the greatest degree.So, from this aspect, the fairness is the assurance of the efficiency and the efficiency is the yardstick of the fairness. And the relationship of the fairness and the efficiency develops in the tension of the contradiction of the equality and the justice.
