论我国高速铁路技术政策

On China's Technological Policy of High-Speed Rail-way

阐述了我国高速铁路技术政策的有关问题，认为要为高速铁路立项，必须具备五个要素：大而稳定的客流；雄厚的资金；成熟的技术；人均收入的匹配；适当的全程和站间距离。我国高速铁路的发展规划，可分为起步期、开拓期和发展期三个阶段来安排。我国高速铁路的目标值，不应是单一的速度目标值，还要有经济目标值和运输能力目标值。

The paper expounds related issuesof China's technological policy of high-speed railway, and holds that to build a high-speed railway needs the following five elements :(l)large and stable passenger flow; (2)abundant funds; (3)mature technology; (4) matching of average personal income; and (5)proper distances of whole journey and between stations. The development of China' s high-speed railway should be divided into three stages of taking-off ,opening-up and developing. The target of China's high-speed railway should not simply be a speed target, but should include economic target and traffic capacity target.
