摘要
随着新公共管理运动的开展 ,建立服务型政府已成为世界性潮流。服务行政理念的提出是后工业化时期政府管理变革的结果。新的服务行政理念的基本意涵是遵循“顾客至上”精神、以回应“公民”需求 ,实现“公民”公共利益为目标的新型治理模式 ,它具有五个方面的特征。实现这种新型治理模式需要有新的途径。
With the development of the New Public Management Movement, the establishment of the service-based governance has become a new trend in the world today. The notion of service management resulted from the government management innovation in the post-industrialization period. The new service management, with five features, refers to a new management model, whose target is “customer care is our top priority”. The practice of this new model calls for a new approach.
