高校国防教育与高等教育是为同一个目标服务的两种不同的形式和手段,高等教育把国防教育作为其重要的组成部分和提高育人效果的强化手段;国防教育是以高等教育为主体为巩固和加强国防建设创造条件的,两者教育是统一的,并都在为培养合格的社会主义建设者和保卫者的进程中,各以自己独特的方式和工作规律发挥着应有的作用。
