On the Policies of Sending Students Abroad in the Late Qing Dynasty before 1895

甲午战争以前晚清政府派遣留学生赴欧美留学 ,开了中国近代留学教育的先河。留学生的选派、管理和录用政策在实践中不断摸索和逐步调整 ,并在执行过程中取得了一些积极的成果。

The late Qing government before 1895 sent students to Europe and the United States to further their study,which is the beginning of sending students abroad in modern China.And in practice adjustments were made continuously to policies of selecting,administrating and enrolling the students,and a lot were achieved.To analyze the gains and losses of these policies is helpful in understanding the development of policies of this kind in the whole late Qing dynasty.
