毛泽东与邓小平的科技思想的基本出发点即强国富民的目地是一致的,但由于其所处历史环境的不同,对科学技术的社会功能以及对科技人员的评价的差别而有不同的表述,毛泽东强调科学技术要为巩固无产阶级专政服务,依靠工农群众自力更生地大搞技术革命和技术创新去“超英赶美”;邓小平则强调依靠科学技术的力量实现中国的现代化建设,强调改革开放以促进社会生产力的提高和在自力更生基础上大力引进国外先进技术。
