The emergence and existence of disadvantaged groups is a result of various factors such as economy,social culture and policies.The problem of disadvantaged groups is both a problem that should not be ignored in building a harmonious society and one that the Party and government must pay much attention to.Only by solving it properly can the advancedness of the Party and the superiority of the socialist system be embodied,the long period of stability of the country and the sound development of national economy be guaranteed.
