浅析以土地使用权入股的农村水库移民生产安置机制

Mechanism of the Rural Reservoir Resettlement for Shareholders With the Land-Use Right

征地移民是水利水电工程建设中重要的生态问题。针对传统的水库农村移民安置的特点及面临的挑战,从理论和实践的角度分析了土地使用权入股的移民安置机制的可行性,提出实行这种机制需要解决的问题,从而实现工程建设与移民安置的良性互动。

Expropriation of the land and reservoir resettlement is an important ecological problem in water conservancy and hydroelectric project. The feasibility of the reservoir resettlement mechanism has been studied from the view of theory and practice. Under this mechanism, the emigrant can be a shareholder with the land-use right. Some related problems have been discussed, and the reservoir resettlement and project constructing will be promoted mutually.
