With the transforming from planned to market system, the current transformed law-framework of land system should be established, and the order of land market in China should be standard in theory. But in fact, governments with a double-status of administration and market main bodies use their public rights to promote land resources changing into land capital, As a result, the current land system does not achieve the anticipated results, but also aggravates confusion of land market, corruption of sale transaction, huge runoff of land property, increase the cost of sale transaction at a large degree, and constraint the sustainable development of eco-society. This kind of land-market system cornered by governments is the main cause of honesty shortage in land market, which has a relation of unity of opposites with competitive market system. In China, there are two kinds of land ownership: state and collective ownership. The property right system and honesty are interdependent. The property right is the need of sale transaction, the succeed of a sale transaction is depended on the market competition. So if no competition in land market, the sale transaction for supply-and-need of property rights should not be equal, then there should lack of honesty in land market.
