What Have We Done to Protect the Legal Rights and Interests of Farmers after Their Farmland Being Requisitioned

近年来,随着工业化进程的快速发展,福州市辖福清市镜洋镇的一批土地先后被依法征用,如何解决被征地农民的后顾之忧,维护和保障被征地农民的合法权益成了这个镇面临的和同时必须去认真对待的一个重大问题,对此,该镇党委、政府高度重视,把它摆上重要议事日程,当作实践"三个代表"重要思想的大事要事来抓,明确提出要让失地农民不失利、不失业、能增收,有保障,并为此进行了积极的探索和实践,已经走出了一条较为成功的路子.不久前,为探寻镜洋镇成功的奥秘,笔者专门对该镇维护和保障被征地农民合法权益的探索与实践进行了调研,其经验值得借鉴.

With the rapid development of industrialization, a number of farmland in Jingyang Town have been legally requisitioned, and the rights and interests of farmers, whose farmlands are requisitioned, have been protected at the same time. The township government has achieved a success, which the experience is concluded into four mechanisms: drawing a yearly extra profits from the introduced items, career training, life insurance, and zero risk mechanisms. By the four mechanisms, not only the land can be requisitioned in stable, but also a large sum of money be invested and the living standard of farmers increase.
