加快科技情报业体制改革的若干思路

Some Ideas on Increasing the Speed of Reform in Sci-Tech Information Service System

本文概述了我国科技情报业的现状及其在改革开放大潮中面临的形势;论及了把握机遇,适应发展市场经济的要求,加快改革的步伐是科技情报工作者在新的历史时期肩负的重大使命。作者认为科技情报界现存的问题是落后于时代发展的反映。文中针对这些问题,提出了加速科技情报业体制改革的思路;阐述了合理分流重组、实行产业化、选择结合部、扩大经营方式等若干建议,还对实行产业化的主要目标及相关问题表述了作者的见解。

This paper deals with the present condition of the scientific and technological information work in China and the situation itwill face in the country's reform and opening-up drive.It is shown that the most important task of the information staff duringthe new historical period is to seize the chance,to meet the demands for the development of market economy and to push forwordthe reform.The author holds that the problems existing in the information circle mirror the information work legging behind thesocial advance.To solve these problems,an idea is given to speed up the reform of the information system and discussion is madeon the issues relating to the reasonable flow and readjustment of the information work,the best choice of its combination,theimplementation of industrialization and the widening of its business coverage.Finally the author outlines the main targets forbringing about industrialization and offers his overview on the related issues.
