农村工业化进程中土地制度的功能缺陷和对策思路

The Defects of the Land Systems and the Countermeasuresin the Rural Industrialization Process

随着农村经济体制改革的深入 ,推进农村工业化进程成为改革发展的重要目标。然而 ,当前我国农村土地制度存在产权关系紊乱、土地承包期限过短、土地流转制度不规范、农村社会保障制度不完善、土地经营规模小而散等诸多功能缺陷 ,阻碍了农村工业化进程。因此 ,必须寻找改革和完善我国农村土地制度的相应对策 :加大《农村土地承包法》贯彻实施力度 ,稳定农地承包关系 ;完善农村土地产权制度 ,加速物权化进程 ;规范合同契约 ,建立流转市场 ;建立农村社会保障制度 ,多途径转移农村剩余劳动力 ;健全法规 。

With the proceeding of the reform of the economy system, it is an important goal to advance the rural industrialization process .Nowadays there are some defects in the rural land systems in China, which hamper the rural industrialization process. Therefore, it is necessary to seek for the countermeasures in order to reform and perfect the rural land systems in China.
