Constructing teaching quality guarantee system is not only the effective measure to guarantee and improve the teaching quality of higher vocational institutes, but also the important approach to strengthen sustainable development, even the essential condition to pass through the level evaluation of talent training. Higher vocational institutes should build up the 'people oriented' and all - round quality management concept, construct scientific and effective quality guarantee system from four factors of quality system: program, process, structure and resource.
