论中小企业发展的政策选择——以美、日、德为例兼论我国的中小企业政策

Policy Selection for SME Development: A Discussion in Light of Situations in US, Japan and Germany

中小企业是社会经济发展中一支非常重要的经济力量。世界各国都非常重视中小企业的发展,尤其是美日德三国政府在发展中小企业方面采取了大量的引导和扶植政策,积累了丰富的经验。本文比较了美日德三国政府在中小企业发展过程中所采取的主要政策,并借鉴其发展中小企业的成功经验,提出了发展我国中小企业的政策建议。

SMEs are a major force in economic development. No country in the world neglects the development of SMEs, and this is especially true in the United States, Japan and Germany where lots of preferential policies towards SMEs can be found. This paper compares the main policies followed in the United States, Japan and Germany on SME development. Learning from the successful experiences in the above-mentioned three counties, the paper has put forward the author's views on policy selection in China.
