东北地区地下水资源可持续利用的主要问题和对策浅析

Major problems and countermeasures about sustainable utilization of groundwater resources in Northeast China.

在概述东北地区自然地理和水文地质条件的基础上,从地下水供需矛盾、地下水超采及其环境效应、地下水污染等方面阐述了影响地下水资源可持续利用的主要问题,并从社会发展、科学技术、开采历史、水资源管理、立法与执法等5个层面进行了分析。针对东北地区国民经济发展对水资源的需求、目前存在的影响地下水资源可持续利用的主要问题,提出了不同地区的地下水资源勘查开发、节约用水、地下水理论研究等地下水资源的可持续利用对策,对区域宏观水资源管理具有参考价值。

On the basis of summarizing the physical geography and hydrogeological conditions in Northeast China, this paper expounds major problems affecting sustainable utilization of groundwater resources in the contexts of supply and demand of groundwater, groundwater pollution, over-pumping of groundwater and its effect on the environment. And, those major problems are analyzed from social development, science and technology, history of groundwater pumping, management of water resources, and legislation and law enforcement. With regard to the requirements for water resources in the economic development and the present major problems affecting the sustainable utilization of groundwater resources in Northeast China, countermeasures of sustainable utilization groundwater resources are put forward. Those countermeasures include groundwater exploration and exploitation in different areas, water saving, research on groundwater theories and so on, which may be used for reference in the regional macro-management of groundwater resources in the region.
