讨论国有企业存在的弊病;介绍并行工程的定义、要素和结构;论述科研管理体制创新的必要性。研究表明,企业必须进行流程再造,改造成“学习型组织”,实现“能本管理“,在型号研制中采用“并行工程”,才能在激烈的市场竞争中立于不败之地。

This paper is to discuss the evils existing in the national enterprises,introduce the definition,element and structure of concurrent engineering(CE)and describe the necessity of innovation in the field of scientific and technologic management system.The study has shown that only performing the process re engineering and being transformed into the “metanoic(mental)”organization to realize the “capability management”and adopting the “concurrent engineering”in the model development,the enterprise can always be in an invincible position in such a drastic marketing competition.
