This paper introduces the advantages and weakness of two kinds of colded and collecting warm modes that are adopted in the district and county offices of Tianjin Telecommunications. through comparison on their economies,the conclusion is made that the colded and collecting warm modes are not suited to adopt by direct burn equipment set in small district and countytelecommunication offices.
