摘要
向大西北调水是妥善地解决我国人、地、水、资源四者关系的重要的一步 ,也是促进环境改善、全国均衡发展、保持该地区可持续发展重要的一步。文章在分析了当地水资源开发和由外流域调水的可行性之后 ,明确提出南水北调西线的主要受水区应在西北 ,并建议了向新疆调水的三条线路。中线方案通过大宁河向丹江口补水 ,可提高向北方调水的保证率及输水量 ,西线的水没必要流到黄河下游 ,相应的水可由中线代之。大宁河补水有调水、蓄能发电的综合效益 ,较其它方案优越。小江方案的重要目标在于引水冲刷渭河泥沙 ,通过再次改建三门峡 ,增设溢洪措施有可能达到降低潼关高程的目的 ,不必花巨资由小江引水冲黄河下游段的泥沙。文章明确提出了以三峡公司为中心 ,成立华中水能、水资源配发及防洪调度中心的设想。文章最后提出了从河口始 ,分段向上治理黄河下游的粗略设想。
Transferring water to Northwest China is a vital step to solve the relationship among people, earth, water and resources in our country, as well as a crucial process of improving the environment, equally developing the whole country, and developing the regions in a sustainable manner. The feasibility of exploiting the local water resources and transferring water from foreign drainage areas is analyzed, it is clearly pointed out that Northwest China should be the main recipient of the water transferred from south to north; three lines of transferring water to Xinjiang Province are also suggested. By supplying water to Danjiangkou reservoir from Daning River, the middle line can improve the reliability and increase of the transferring volume. The water from the west line does not need to be transferred to the downstream of Yellow River and the relevant water lacked can be supplied from the middle line. As supplying water from Daning River has multipurpose benefits such as water diversion, energy storage and power generation, this line is superior to the others. The important object of Xiaojiang scheme is to sweep away the sediments in the Wei River. In fact an alternative measure can be used to reconstruct the Sanmenxia Dam and extend the spillways to decrease the Tongguan water level. So it is unnecessary to cost huge money for transferring water to sweep the sediment. This article also makes the assumption of establishing Middle China Center with the core of Three Gorges Company for water power and water resource allocation as well as flood control and regulation. Finally, this article also makes a rough assumption of regulating the Yellow River from the estuary to the upstream.
