我国高等职业教育投资的问题与对策

Problems of Investment in Higher Occupational Education in China and the Countermeasures

我国高职教育经费投入不足已成为阻碍其健康发展的重要因素,主要表现为:财政投入主渠道作用日益弱化,国家财政拨款标准较低;行业、企业及社会力量投入不足;学费标准过高,高职学生负担过重。建立健全法律法规,提高生均经费,发展民办高校,投资体制中引入市场机制、竞争机制及激励机制,支持银行贷款,吸引企业投资以及实行学分制收费等是解决我国高职教育投资不足的主要对策。

Insufficient investment in higher occupational education in China has become a major impediment to its healthy development. It is mainly manifested in: financial support from the state is constantly decreasing; insufficient investment by enterprises and the society; overcharge of student tuition which causes overburden on the part of students. Major countermeasures against these problems include: establishing and perfecting relevant laws and regulations, higher financial help per student, develop private higher education institutions, introduction of market mechanism, competition and reward mechanism into the investment system, encourage bank loans, call for more enterprise investment and implement credit-based fee charge, etc.
