维护和实现广大教职工和学生的根本利益,培养合格的社会主义建设者和接班人是高校基层党组织的根本任务,坚持以人为本是实现这一根本任务的有效途径。对高校院(系)党组织落实以人为本的指导原则、工作重点和衡量标准进行论述和分析,有助于提高院(系)党组织的工作水平和工作成效。

It is the fundamental mission of the Party organization at the grassroots level of a university to safeguard and realize the essential interests of students and teaching faculty, and to cultivate the people capable of building socialism and carrying the great cause forward. In order to fulfill the mission, consistent priority must be given, as an effective means, to the policy of serving the people. Expositions and analyses are made on the guidelines, the focus and the criteria of the efforts to carry out the policy in the Party organizations of university departments. It is by implementing the policy, as is stressed, that the work can be upgraded and fulfilled effectively.
