摘要
Only constitution being firstly regarded as law and also as applicable law,can the constitutional rights of the citizen come back to the reality from the paper and be effective,can the legal status of constitution as basic law been maitained.So it is inevitable to establish the system of constitutional lawsuit.\;Constitution aims to adjust the relation between the citizen’s rights and the state power.So the core content of it should be the relation mentioned above,rather than the provision of so many policies,and the research of the constitutional science should focus on the series of the relevant questions.
