建立合理的社会保障体制是减少社会贫困、实现社会公平的重要途径。中国在经济发展与改革中存在的城镇贫困人口增多、城乡贫富差距增大的趋势与中国社会保障制度建设缺乏整体性、社会性、前瞻性、目标统一性有着密切的关系。因此,要充分发挥社会保障的功能,构筑与社会主义市场经济发展相适应的社会安全网,必须依照全面构建与经济发展水平相适应的覆盖全社会的健全保障体制的改革思路,推进中国社会保障制度的建设。

Setting up rational social security system is an important way to resolve social poverty and realize social fair.The trend of poor popluation adding in town and the poverty and rich gap between town and country increasing existing in Chinese economic development and feform has a close bearing on imperfect social security system.So,Chinese social security system construction must conform the reform thinking of building perfect social security system covering overal society fitting social economic level if the function of social security is brought into full play and setting up social security network fitting our socialism market economy.
