公益诉讼是现在法学界研究讨论比较多的话题。而行政公益诉讼作为其中的一个分支 ,其重要性不言而喻。正所谓无原告 ,无诉讼 ,则行政公益诉讼的主体范围就成为重中之重。我国并没有在实际意义上建立行政公益诉讼 ,对其主体范围也不明确 ,因此研究主体范围问题大有必要。

The public interest litigation is a hot topic in present legal kingdom. As a part of it, it goes without saying that the administrative public interest litigation is importance. Because there is no plaintiff, there is no litigation. The main body of the administrative public interest litigation is particularly important. But our country cannot set up the administrative public interest litigation. So the research on the main body of the administrative public interest litigation is necessary.
