目的提高对新技术所带来的新危害与卫生检疫模式的关系认识,为做好卫生检疫工作,采取积极有力的检疫措施提供参考。方法研究新技术、新危害与新的卫生检疫模式的关系。结果新技术、新危害对卫生检疫模式提出了新的要求。历经几十年运行的《国际卫生条例》已经远远不能满足保护世界人民健康安全的需要,表明必须扩大《条例》的适用范围,以适应新技术、新危害与新的卫生检疫模式的要求。加快卫生检疫模式转变的步伐,提高控制新危害的力度。结论必须加快改变传统的卫生检疫模式步伐,建立新的卫生检疫模式,采取新的对策,研究新的方法,及时解决新的问题,适应新的变化,对做好卫生检疫工作,采取积极有力的技术措施,应对新技术及新危害具有重要的现实意义。

Objective Enhancing knowledge for the relationship with the new mode of the sanitation quarantine with new technique for which has been bringing new harms to the world , so that we can do much better about the sanitation quarantine and adopt vigorous initiative quarantine measures. Methods Study the relationship of the new mode of the sanitation quarantine with new technique and new harms. Results International Health Regulations ( IHR ) had been undergoing several decades functioning, but it deeply cannot suffice the requirement for the protecting people's healthiness and safety desire in the world and so on. It shows that we should enlarge applying area of the IHR, and fitting the needed for the new mode of the sanitation quarantine with new technique and its new harms to the world , picking up the steps of the sanitation quarantine modal changing, advancing the power which it controls the new harms. Conclusion We should quicken changing the traditional mode of the quarantine and upbuild new one , study new method , take new measures , resolve new problems , and suit for the new variety. So that we can do much more for the work of the sanitation quarantine with our abilities.
