摘要
警务危机谈判制度是指警察部门通过使用经过特殊训练、具有特殊技能的警察以解决劫持人质、自杀等事件的工作模式。建立警务危机谈判制度的目的是减少人的生命损失。通过谈判,可以为解决危机赢得时间、获取情报、平息现场紧张气氛。当前实际部门在处理人质危机时采取的做法存在较多的问题。谈判不是妥协。谈判制度的灵活性体现了以人为本的价值理念。
Holding hostage is a crime frequently happening in China in the past years. This author thinks that the policing crisis negotiation institution is the way used by police to deal with crisis incidents such as hostage taking, suicide and barricade. The goal of crisis negotiation is to lower risk of human life. By negotiation, police can have more time to deploy special tactic force, collect criminal intelligence, and pacify the intense atmosphere at the site. There are many problems emerging in current policing works to deal with crisis situations in China. Negotiation is not compromise. The flexible ways of negotiation express the pursuit for the value of person - centered policing.
