摘要
分析了电动汽车试点示范中存在的风险,提出了技术风险、市场风险、管理风险、政策风险等风险类别的主要构成指标,构建了基于三维度量法单一风险因素度量模型,并建立了多风险因素评价指标,运用分层处理法分析不同试点示范运营方案的优劣,以使方案的总绩效最佳,为选择电动汽车试点示范的最佳风险管理模式提供了理论依据。
This essay analyses the risks in the field of technology, market, management and policy concerned with the pilot studies of electric vehicles. In the meanwhile it builds up the risk management mode by two programs. One is to make an administrative decision for single factor risk of management by the three-dimension evaluation and the other is to obtain the performance optimization of the management project by systemization the multifactor risks. The two models serve as theoretical foundations for the choice of the best project.
