摘要
人才强国战略是新世纪新阶段我国经济社会发展的主体战略之一,实施人才强国战略已成为党和国家一项重大而紧迫的任务。为推进人才强国战略的实施,有必要对人才强国战略的实现途径和动力进行选择。与人才强国这一战略目标相适应,我国必须选择"四化途径",即选择人才市场化、人才集约化、人才国际化和人才富裕化作为实现人才强国战略的途径。实施人才强国战略必须选择人才体制的根本性转变、人才发展方式的根本性转变、人才的结构性调整和人才的进一步对外开放作为根本动力。
Strategy of person with ability is one of the principal strategies of our economic social development in the new stages. It has been an important and necessitous task for our country to implement strategy of person with ability. For the sake of developing this strategy, it is necessary to choose the way and impetus of it. We must choose marketable, intensive, internationalised and affluent persons with ability. Accordingly, the system, the developing means, the structure and the opening situation of person with ability must be radically changed.
