近年来随着社会体制改革,政府逐渐从日常的执行事务中抽身出来,并试图营造"小政府、大社会"的政府治理模式。这样就需要有一个不以盈利为目的的,致力于解决各种社会问题的组织,来弥补政府和企业都不愿涉足或处理不好的领域的治理空白。非政府组织正是在这种背景下发展起来,并逐渐成为区域发展中的不可忽视的力量,推动着区域发展。

With the social system reform in recent years, the government has drawn itself out from the daily executive affairs gradually, attempting to build the management mode of 'little government, big society' . In order to deal with those things that governments and enterprises are unwilling to do or cannot do very well, some organizations are needed without taking profit making as purpose, but rather devoting to solving different social issues. Under this conditions non-governmental organizations have grown into a force that should not be ignored in regional development.
