摘要
上个世纪末大连市在“经营城市”方面取得了宝贵的经验,使人们认识到城市是一笔资产,是可以经营的。近年来这一概念已成为各地城市化建设的理论基础。经营城市的成果与筹资、投资的理念密切相关,偏离了正确的筹资、投资理念是出现“形象工程”的重要原因之一。文章运用经济学基本原理分析了在经营城市中“盘活存量,引进增量”的可行性和局限性;强调了从宏观角度对投资效果进行项目评估的准则,供经营城市的融资和立项参考。
The valuable experience in the field of city management possessed by Dalian at the end of last centuary highlighted the conscionsness that the city is One kind of manageable asset.Such conception has already turned into the theoretical foundation of city construction. The achievement of city management are intimatery interrelated with the notion Of fund raising and investing one of significant reasons for 'image project' involves the deviation from correct notions of fund raising and investing. Thereinafter, The article analyzes the feasibility and limitations of 'reserves activation and increment introduction'in city management applying some basic economical tenets. Furthermore , the essay emphasizes the principle that the implementation of profect assessment is indispensable to investment effect in macrocopic angle.In short,it aims to providesome preferences to fund circulation and project establishment.
