The vendor is deemed as a source of IT outsourcing risks in prevalent literatures yet the active role it can play is neglected. We argue that the vendor dominate strategy is viable based on the study of four possible principle-vendor relationships. The relationship between eleven risks and correspondent critical outsourcing factors is identified, followed by recommendation on five risk avoidance strategies.
