中国的财政分权制度与地区经济增长

The Relationship Between China's Decentralized System in Finance and her Regional Economic Growth

财政分权制度是中国经济体制改革的重要内容之一,但是在理论上,财政分权的经济增长效应并不明确。本文利用省际面板数据(PanelData)对中国财政分权制度演化与省际经济增长的关系进行实证检验。研究结果显示,财政分权可以促进经济增长。作者认为,在深化中国财政体制改革的过程中,应不断完善财政分权制度,特别是要提高向落后地区的财政分权水平,以使公共品投资的整体效率进一步提高。

The system of decentralized finance (DF) is one of the vital contents in China's economic system reform, but theoretically, not explicit is the long-term effect of DF upon economic growth. By the inter-province panel data and a case study, we will, in this article, scan the affiliation of the evolution of China's DF system with inter-province economic growth. Our study indicates that DF can prop up economic growth. In our opinion, in the course of China's financial system reform, we should keep perfecting DF system, especially advancing DF in undeveloped regions, to further the general efficiency of investment in the production of public goods.
