摘要
指出了优先发展公共交通的依据，分析了公交优先面临的问题，提出了优先发展的对策和建议。
This paper studies the characteristics of public communications in cities and provides bases for prior de- velopment of public communications in cities.By analyzing the existing problems,it proposes ways to improve public communications.
