River harness is a complex engineering system. Special emphasis should be placed on medium and small river harness during the process of establishment of a well-off society in an all-round way and China stepping into modernization. Meanwhile,medium and small river harness should be taken so as to safeguard lives and properties of people and secure a stable development of our economy and society as well as promote ecological environment improvement,under the new situation of already completing a protective system of floods in big rivers or lakes in general.
